  • Peer feedback influences development plans and promotion readiness discussions.
  • Pay changes rely primarily on goals, outputs, and manager assessment, with calibration.

Step 1: Define competencies and behavioral anchors

Politics thrives in ambiguity.

Pick 4–6 competencies that matter across roles, such as:

  • Reliability and execution
  • Collaboration
  • Communication
  • Customer focus
  • Problem-solving
  • Ownership

Then define 3 behavioral anchors for each competency:

  • “Meets expectations”
  • “Strong”
  • “Needs work”

Example for Collaboration:

  • Meets: Shares context, responds within agreed timelines, supports handoffs.
  • Strong: Proactively unblocks others, anticipates dependencies, raises risks early.
  • Needs work: Hoards context, misses handoffs, escalates late.

This turns “I don’t like working with him” into “handoffs were missed twice, here’s when.”

Competency-based structure is standard practice in many performance management frameworks because it clarifies expectations and reduces interpretation variance. 

Step 2: Choose rater eligibility rules (who can rate whom)

Set rules that reduce vendettas and popularity contests.

Use any three of these:

  • Must have worked with the person for at least 6 weeks in the last quarter
  • Must share at least one project, client, shift, or recurring workflow
  • Cap ratings from any single peer group (example: no more than 40% from “friends on the same squad”)
  • Require a minimum of 3 raters per person to dilute one biased rater
  • Exclude people currently in an active conflict case (HR knows)

In small teams where everyone knows everyone, the best control is not “more anonymity.”

Step 3: Ask for evidence, not vibes

Step 5: Add calibration and bias checks

Calibration is not a fancy corporate ritual.

It’s where you stop politics from deciding outcomes.

Run a 60–90 minute calibration session per department after reviews close:

  • Review distributions (how many “Strong” ratings, how many “Needs work”)
  • Flag outliers (one rater scoring someone far below everyone else)
  • Check evidence quality (examples vs vibes)
  • Identify patterns (a rater always rates low, or always rates friends high)
  • Normalize standards across managers

This is the logic behind “review calibration” that many performance management teams use to reduce bias and inconsistency. 

Step 6: Close the loop with coaching, not “gotcha” outcomes

Peer reviews feel political when feedback disappears into a black box.

Close the loop:

  • Manager shares 2–3 themes, not a comment dump
  • Manager and employee agree on 1–2 actions for the next cycle
  • Document it
  • Offer support (training, mentoring, clearer goals)

If feedback is used for development, politics drops because the “win condition” shifts from “hurt someone” to “help the team work better.”

Script 2: Manager to the team (reduce fear and gaming)

“I’m looking for feedback that helps us deliver better.

If something bothered you, describe the situation and the impact. Skip labels.

Also, if you had conflict with someone this quarter, I still want professionalism in your review. If you’re unsure how to phrase it, send me the facts and I’ll help you translate it into a work issue.”

Script 3: Manager to an employee (closing the loop)

“I’m going to share themes, not every line.

Here are the two strengths peers experienced consistently.
Here is one pattern that is getting in your way, with examples.

We’re picking one action for the next 6 weeks, and we’ll check it in our 1:1s.”

Should peer reviews be anonymous?

Often, yes, at least to the employee, if your culture does not support direct feedback yet.

It can, if you leave questions open-ended.
