Performance reviews in large organizations need governance to stay fair and consistent. Here’s a practical model for HR in Africa to run reviews at scale.

It’s Monday, 11:40 PM.

You are still at your desk because “talent review prep” somehow became a second full-time job. A spreadsheet is open with 14 tabs, half the managers have not submitted anything, and the Head of Sales just Slacked: “Can we adjust ratings? I need to keep my top reps.”

We have lived some version of that week. The fluorescent light hum. The last cold puff of office AC. The tiny panic that you are about to run a process that feels official, but is not consistent.

This is where Performance reviews in large organizations either become a growth engine or a yearly trust-destroyer. The difference is not the form. It is governance.

Performance reviews in large organizations need a governance model (or they drift)

A governance model is the set of roles, rules, forums, and evidence standards that keep performance reviews consistent across teams.

Plain-English version: it is how you prevent one manager from rating “meets expectations” like a failure, while another manager hands out “exceeds” like party favors.

If you want a simple way to think about it, you are governing three decisions:

  1. Money (merit increase, bonus, equity refresh)
  2. Talent moves (promotion, role change, succession)
  3. Development (what to coach, what to train, what to fix)

Many organizations run reviews without being explicit about the purpose beyond “performance management,” which sets you up for confusion and inconsistent execution. In their review, they note that very few organizations are explicit about the purpose of the review process. 

That line hurts a little because it is common. And fixable.

Why governance matters more when you have 300, 3,000, or 30,000 people

Consistency and defensibility stop being “nice to have”

  • local labor expectations differ (especially around performance improvement and termination)

Here are patterns I keep seeing in large organizations, including fast-growing African companies.

  1. One form, ten interpretations
    Everyone uses the same template. Nobody uses the same standards.
  2. Ratings tied to pay before calibration exists
    People start gaming. Managers negotiate. Employees stop trusting the process.
  3. No audit trail
    Notes live in WhatsApp, email, or someone’s head. When you need to explain a decision, you cannot.
  4. Calibration becomes a political meeting
    If there is no neutral facilitation, “loudest leader wins.”
  5. Appeals handled through side conversations
    The employee escalates to a VP. HR is informed after the fact. You lose consistency.
  6. You collect data, then do nothing with it
    No development plans. No training. No goal reset. Next cycle is the same pain.

The fix is not “more paperwork.” It is structured governance and light, repeatable rituals.

A practical governance model you can copy

You need three layers: owners, forums, and standards.

Minimum roles (keep it lean)

  • Executive sponsor (CHRO or COO)
    Owns business alignment and final policy decisions.
  • Performance Management CoE (HR)
    Designs the cycle, templates, rating philosophy, and runs quality control.
  • HRBPs / People partners
    Run manager enablement, enforce timelines, and facilitate calibration.
  • Employee relations / legal (or HR compliance)
    Advises on defensibility, handles escalations and appeals.
  • People analytics
    Runs bias checks, distribution analysis, completion rates, cycle metrics.
  • IT / security / data privacy
    Ensures access control, retention, and appropriate handling of employee data.

A public-sector example that shows “roles + stages” clearly is this UK performance management framework used by a combined authority. It lays out responsibilities, process stages, and governance expectations in a formal policy format. 

You do not need to copy their exact structure. You can borrow the discipline.

The three forums that make governance real

  1. Performance Design Council (quarterly, small group)
    Updates policy, rating definitions, forms, and the cycle calendar.
  2. Calibration Panels (per function or level, per cycle)
    Align standards across managers, reduce bias, validate evidence.
  3. Appeals and Exceptions Channel (always-on, controlled)
    Documented route for disputes, special cases, or cycle exceptions.

Step-by-step process to run performance reviews at scale

This is the part you can operationalize immediately.

Step 0: Decide what your performance review is for

Write this down in one paragraph, then use it as your “north star.”

  • Are reviews primarily for development?
  • Are they for pay and promotion decisions?
  • Are they a hybrid?

If it is a hybrid, be honest about the trade-off: you need tighter governance, better documentation, and stronger calibration.

Lack of clarity about purpose is a common root issue. Fixing that early reduces downstream conflict.

Step 1: Define the cycle and the artifacts (what exists, and when)

Keep artifacts minimal, but non-negotiable.

  • goals for the period (3–5)
  • mid-cycle check-in notes (short)
  • end-cycle self review (short)
  • manager review with evidence
  • development plan (1–3 actions)

It also points to the importance of records and the role of the supervisor in the process.

Step 2: Publish standards managers can actually use

If you want consistency, you have to define what “good” looks like in observable terms.

What helps:

  • a rating rubric with behavioral anchors
  • examples of evidence (sales pipeline, project delivery, customer tickets closed, incident response, training completion)
  • minimum documentation standard (2–4 evidence bullets per goal)

Step 6: Lock decisions, document, and follow through

If ratings connect to pay or promotion, documentation discipline must be stronger, not weaker.

How often should large organizations run performance reviews?

If you are optimizing for fairness and fewer surprises, keep one formal year-end review but add short check-ins during the year. Infrequent feedback increases recency bias and cognitive load for managers, which can distort fairness. 

Do we need ratings?

You do not always need ratings. You do need clear standards and a way to make decisions. If you tie outcomes to pay and promotions, ratings often show up because they simplify aggregation. If you keep ratings, governance must include calibration and documentation.

What is the simplest governance structure that still works?

Three things:

  • a clear owner (HR CoE)
